Abstract
A model is constructed for the intensive and safe use of regional water resources, to evaluate the case of Beijing from 2008 to 2019. The intensive and safe utilization of water resources in Beijing scored the best in 2010, the worst in 2012, but gradually developed in recent years. The index of water resources intensive utilization declined in 2013, but otherwise showed an overall upward trend year by year. The water resource safety utilization index showed significant changes, with the best in 2010, the worst in 2012, but improved year by year after 2013. While promoting the construction of a water-saving society, Beijing should also build a strong ecological security barrier. To improve intensive use of water resources, it is necessary to pay close attention to water-saving measurements, to improve the efficiency of water resources use, and to improve overall industrial layout. To improve the safe use of water resources, the total amount of pollutant discharge should be strictly controlled, urban sewage treatment and resource utilization should be vigorously promoted.
