Real-time control flood simulation model: case of the Beijing urban basin

Abstract
This paper aims to investigate the urban watershed of Beijing to meet requirements for flood disaster prevention rehearsal analysis. InfoWorks ICM Live real-time flood simulation software and real-time control (RTC) strategies are used to set up flood control dispatching rules of “West storage, East discharge, and South-North flood diversion” .The “Rui Si” real-time rainfall forecast data product is incorporated to establish a real-time urban watershed flood simulation model, which can dynamically simulate flood change process in multi-node river channels in real-time and compare flood control benefits before and after operation of gates and dams. The computation results are dynamically updated approximately every 10 minutes, with a Nash-Sutcliffe efficiency coefficient of up to 80%. If RTC control is introduced, the flood peak reduction rate for flood events ranges from 13% to 48%. These data will provide scientific support for decision-making in urban watershed flood control and dispatching.
