Abstract
Due to population explosion and extensive natural resources exploitation, China is facing an
extreme water crisis, especially in the Beijing-Tianjin-Hebei region. Evaluating water resources-carrying
capacity for Beijing-Tianjin-Hebei region is very important to ensure the sustainability of regional environment
health and economy. A water resources-carrying capacity index framework was built based on the “water economy-ecology” system, an improved fuzzy comprehensive evaluation method was used to evaluate the
carrying capacity of water resources in Beijing-Tianjin-Hebei region (13 districts), for 2010-2014. The carrying
capacity of water resources for Jing-Jin-Ji region was found to be un-desirable. The water shortage problem was
found to be severe particularly in Beijing, Tianjin, Xingtai, and Handan. On the other hand, the carrying
capacity of water resources in Zhangjiakou, Chengde, and Zhangjiakou were found to be very high, and these areas should maintain sustainable development to complete their ecological protection mission.
